How the FBI creates 'terrorists'?

9/11 industry has become a great sell in the USA and western world. No wonder that with some 240,000 employees in the payroll the U.S. Department of Homeland Security (USDHS) today is probably one of the largest employers in the USA. Like any department it needs money to operate and justification for its existence. Its mission is to secure the nation from the many threats it face. 

 So, nothing can be better than selling the belief that without USDHS ordinary Americans' lives would be threatened. That requires a healthy dose of information shared or disclosed to the Americans every once in a while to cementing its very mission. And this role is often time carried out by zealous agents of FBI who sometimes, or so it seems, would go the extra miles to create 'terrorists' that are bent on harming ordinary Americans.
